HMPO is currently meeting its 3-week standard target. The guidance below applies if your individual application falls behind.

Escalation pathway
After day 21 (the standard 3-week target), call 0300 222 0000 with your PEX or POD reference. The agent can see notes the public tracker does not — biometrics flag, document hold, fraud check.
If you have imminent travel and HMPO has missed target, request a free upgrade to Fast Track. HMPO will sometimes grant this if the delay is on their side and you can prove travel within days.
A constituency MP can submit a formal enquiry to HMPO that bypasses the standard queue. This is the most effective single lever once you are 6+ weeks past application.
The HMPO complaints procedure is on gov.uk. If the issue is on their side and has caused financial loss (cancelled travel, missed work) you can claim consequential costs through the Independent Complaints Reviewer.
Why some applications run late
The standard 3-week target assumes a straightforward renewal: identity unchanged, documents complete, no flags. Most applications hit target. The ones that miss usually fall into a few buckets:
- ›First-time adult applications — interview required before the clock starts.
- ›Name change — supporting evidence (marriage, deed poll) needs verification.
- ›Lost / stolen replacements — additional fraud screening.
- ›Unclear photo — failed digital photo check sends the application back to you.
- ›Old passport not received — clock pauses until HMPO logs the old passport in.
If your travel is at risk
Once you are within 7 days of travel and still without a passport, HMPO can authorise an upgrade to Fast Track or Premium at no additional charge — but only if you can show booked travel and the delay is on their side. Call the Adviceline and ask specifically for an "upgrade due to imminent travel". Do not book new travel relying on this; it is a discretionary remedy, not a guarantee.
